You should just talk to her yourself and be straight forward with her. I know that if I was her, i'd prefer to be told by you more then her brother or friends. If you don't feel like you're ready to ask her out you should try hanging out with her a few times and get closer to her. If i were you i'd def talk to her and ask her, what's there to lose? If she says no it won't be any different than before because technically you aren't losing anything. You'll never know if you don't ask her..So i say go for it! Good luck!
