If I were in this situation, and I'm really pensive and indecisive about things like this, I would first ask him if he was meaning to flirt with me. If he says yes, I'd go all out. Not really all out, remember, lean in like 70% of the way and let him cover the rest, giving him the choice to refuse if he wants to.

Lean in to kiss him, or do whatever it is that you're wanting to do, but if you can tell that he doesn't want to or if he isn't liking it, back off and pretend you were joking.
