definitely go to a salon, you dont want to mess up your hair. Show them the picture, they will be able to do it.

Aww I really like that look! Anyways, you should deff go to a salon. Remember it won't ever look exactly like the picture, but it might look similar. They will probably dye your hair underneath. Then they will leave the top your natural color. I really wouldn't recomend doing it yourself, it's very hard to do if your not really experienced in cosmetolgy. I mean you can try, if you really want to then just buy from the store a much darker hair color than yours then pin the top layer of your hair up and then dye the underneath and get it away from your scalp area! You may want to collect photos of her and take them to a beauty salon.
But if you're looking for a do-it-yourself thing; the easiest thing to do would be to get some washout dye like ManicPanic in black, reddish brown and blonde. Dye the bottom layer of your hair solid black. Dye the rest of your hair the blonde color and add [optional] reddish highlights.
I love to dye my hair, and I have been told that with straight, long hair I resemble her.
