It depends on many things.

Is the guy really good looking?
Is she the sort of girl that will initiate a conversation?
How much drink has she had?
Is she giving the guy the eye?

Girls are a lot more outgoing nowadays so I guess the chances are higher than they used to be. However, that said, most girls do like a guy to make that first contact.
