I know this should probably be in a health section but I couldn't find the right one. Anyways.
I have like this rash kind of thing, all across my neck and the top of my chest. I heard someoen say it might be heat rash once, but I've had it for years and it's never gone away. It's all dry and flaky, and a weird kind of colour. It sounds sick actually but its not that bad! If put a lot of moisturiser on, its goes down for a bit, but its still there, and comes back straight away.
Any ideas how to get rid of it?

It was kind of like brownish skin. And really dry? If so all you have to do is go to a dermatologist and they will give you a super moisturizing cream that makes it go away.
