If you know he wants to kiss you, and you want to kiss him, next time he puts his arm around you, kiss his cheek or something, and hopefully he'll get the hint, turn his head, and kiss you. Otherwise, take your hand and kind of guide his face to yours. Physical hints work. Sometimes being straight up about it works, too. Same thing, next time he does that, look up and him and go "kiss me."
As for the age difference, watch that he doesn't try anything you're not ready for. 13 year olds and 18 year olds have different things in mind. Trust me, I made the age difference classic mistake - I was too young, the guy wanted sex, I wasn't ready, so he dumped me.
Just a little warning (though I'm sure you've heard it before.)
Good luck!
