You won't like this answer, and a few years ago, I wouldn't have liked it either, but here goes:

If it means that much to you, you'll have to wait the couple years (I believe the age is 16 in most places) to get it pierced. The cleaning and infection is really going to be a pain in your ass, especially if you miss cleaning it once or twice here and there.

If you really just can't wait, then read up all the information on the piercing that you possibly can, print stuff out and talk to your parents about it. If you read everything to them, including the risks and scarring, they may see the responsibility you took in researching the piercing as a good sign that you won't let your face get all infected and gross.

Your best bet is to start here:

Once you've learned everything about the risks and procedures, then find out about costs where you would have to go to get it done. You may even want to go to a location that does the piercing and talk to a professional about the whole process, or bring your parents along with you, so they can talk to the professional themselves about it.
