well i have broken up with this guy 3 times and now i am over him but he keeps on starinf at me and watching me with other guys does this means he still likes me.
he cheeted on me twice but he still wants me.
but i don't want him.

If you don't want him, then that's that. Be straightforward.
He's cheated twice, chances are he'll do it again. Do not take him back. Tell him you don't want him, tell him the truth about this, and everything will fall into place.
I'm glad you've moved on. Sometimes that's a very hard thing to do, especially in the circumstances where someone has cheated on you repeatedly, so kudos!

if you dont want him, dont go out with him ( an obvious one)
dont give him attentiion, dont talk about him and dont look at him
wait for him to talk to you, set him straight you have had enough and you dont have those feelings about him, but him staring at you doesnt mean anything. Just wait until he speaks to you.
he only wants what he cant have. Just tell him the truth, if he comes up to you - dont tell him if he doesnt go up to you, because you could of mistaken is reason for staring at you
