Basically, the reason for the law is that someone who is legally a minor may do something sexual with someone who is legally an adult if asked because since that person is an adult they feel like they have to. The minor isn't believed to be able to give rational consent in such a situation so even if they do say "yes" and know exactly what they are doing, it's still legally considered rape.
Most people, especially in your situation, disregard the law and many have no problems with it. There are some very large risks for you in doing this, however, and I higly advise you not to break the law. If your partner's parents find out that you two are being sexually intimate with each other they can turn you in. If you break up with your partner and they want to get back at you for something, they can turn you in too.
No matter how much you think you know your partner or their parents, nobody wants to have "sex offender" in their records. Under the circumstances your initial punishment wouldn't be too harsh, but the long term effects of it could be quite catastrophic for you. Just wait until your partner is 18 too. If they are a few years younger it may seem tough, but it is not worth the risk. It's not like you can't be intimate all. Breaking the law is never a good thing no matter how silly the law may seem to you and it's not that difficult to practice abstinance.
