why does it hurt for a girl to shave her vagina?

It's not meant to hurt..
Go slower. The best time to do it is in the bath and put some shaving gel/cream/etc on, but be careful not to get it inside.
Never use a blunt razor.

are you usually an electric razor or a disposable type razor?
i use a disposable and shaving cream, and it doesn't hurt me.

try a different type of shaving cream or a different type of razor, and that should help.
