I luuuuurve my teacher
My art teacher is so incredibly hot<3 and I flirt with him constantly and I always find an excuse to touch him in some way i.e. I playfully slap his arm or touch his chest. But I want him more than any other guy, even more than I want my own boyfriend. But I'm only in 9th grade, and I'm not even 15 yet. He's 24. Should I keep flirting until I do something I regret, or drop the class?

You should try your hardest to consider him as a friend, not a playmate. Tone down the flirting, because he is allowed to tell the principal which could lead to consequences. As much as you love him and want him, you definitely should think about your boyfriend before your teacher. I mean after all, he IS your boyfriend.
