If you think you might like him, ask if he wants to go for a drink then see how things go for yourself. You might get a better idea of he likes you and better still if you likke him.

If you think about it for a second, right from when they are little, guys show affection or interest in another person by touching them in some way, whether it's a playful punch, pulling a girls hair or so on.
I doubt very much it is a joke. He probably passes it off as a joke as it's better to have you think this than have you realise that he likes you. It would make him too vulnerable.
If you like him too, you could try just playfully doing the same things back to him or, if you are feeling brave, you could ask him out. I know it sounds horrifying but he will respect you if you make the first move and who knows? It could be the start of a really great relationship!
