Okay, well I'm 11 and female.

I had this boy who has been "at me" since like, the second day of school. He dumped me twice, the first time he gave me a note a day later saying he made "the biggest mistake of his life and all that .." She we went back out again, now he dumped me AGAIN for the same girl. I never actually liked him from the start, but maybe I'm kinda sorta starting to like him. I'm want to make him jealous because I want him back. I don't think we'll ever go back together again though. I want to make him feel bad that he dumped me, any ideas?

First of all, making him jelous doesn't mean you'll get him back. I'm not trying to sound rude or whatever, but you're being childish about this. It seems like her really likes that girl and he was trying to make her jelous by going out with you. Now I'm not saying he didn't like your because I don't know that for sure, but if you guys are over, then just let it go. He likes her and don't try to come between them. Your question was how to make him jelous so flirt with other guys.
