eyeliner

It's actually not very healthy for your eyes to line them inside the lashes, like in the first picture. Lining outside the lashes on the bottom will make your eyes look bigger, whereas lining the part touching the actual eye instead of the eyelashes usually is itchy and makes your eyes look smaller.
p.s. try to get a soft but sharp eyeliner pencil. The hard ones will scratch your eyelid and liquid eyeliner takes a crap-ton of practice to get right.

apply your eyeliner on bottom (like normal) then do the same thing to the top or your eyelid..like where your eyelashes end, if that makes sense. if you add mascara to that it should look that way. just keep doing it till you get it how you want it. it might take a few tries.

Simple. You need liquid eyeliner to do this. Or just regular eyeliner, but the point needs to be sharp not dull.
If you never used liquid eyeliner in your whole life then :
You have to put a VERY thin line on your top eyelid close to your eyelashes. Then at the bottom, you apply the eye line[where you put eyeliner almost all the time], but then you put a THIN line UNDER your bottom eyelashes.

Notice in that picture that the eyeliner is UNDER the bottom lashes. That's what you have to do. ♥
