I want to shoot a documentary film for my state government but I dont want to under charge or over charge them. How do I get an idea of how much money they an afford for the documentary film?

Well, you want to bargin. Start with something outrageously high and they'll go low and then in time you will reach an agreement. OR you could revert to the barter system and get a good amount of fire wood.
