You have to be confident in who you are and able to be yourself without anyone else. Try going out with your friends and doing group activities like theme parks and coffee shops. If you are interested in one particular guy, do a lot of group activities with that person until you get to know them. The more you are around someone, the easier it gets to talk to them. Also, if they are around you more, they will begin to know you and know when they get that appropriate point when they can ask you out.
You want to be a friend to a guy before a girlfriend. If you are looking for just romantic passion, you will be disappointed in the times when it's not passionate. You want to be able to talk to a guy and carry on conversations with one if you want to see if you are compatible.
You will find that person, and I hope you will gain the confidence!
