Humans are unable to target fat loss through exercise. So, you can lose weight overall or not at all.
When you start to lose weight, your body will pull fat cells from all over, but the order and focus is not in our hands. So, eventually you will lose weight from your thighs as well.
The only reason people who bike might believe that it is helping to keep their thighs small is because the exercise is keeping them thin (overall). This is called superstitious learning- attributing a result to an action that happened to occur at the right time.
If you want to lose weight, you are far better off training your entire body. In the end its the calories you burn, either through direct exercise or through positively affecting your metabolism. That and of course proper nutrition. Im sorry if this wasnt what you wanted to hear, but its the truth. If you want any specific tips just drop a question in my inbox. Either way, good luck. Even if you do these excersises it is important to stay low on fats. In other words dont eat too much junk food.
I really hope this helps

mostly you have to focus on exercises that work on your quad muscle. you could lay on your back and tighten your quad muscle and do a leg raise. but make sure your quad is tightened the entire time. and make sure you go slow. [ KaTiE_LyNn's advice column | Ask KaTiE_LyNn A Question ]
