Depends on what you're using. If you're using something like Picture It, you can just select "highlight the text". If you're using MS Paint, which contrary to popular belief is NOT crappy, you can zoom in really close and select pencil. Then outline the letters. This is easier than it sounds, though a bit time consuming if you have a lot of text.

Take each frame of the icon, copy / paste it into MS Paint. The icon should already have text on it. You'll have to outline each letter of each frame one by one and paste it into your animator. If you have any other questions, or need more descriptive info on how to outline text, IM me. My AIM screenname is Imposibly Insane.

EDIT : If you see this, Jasc Animation Shop Three is perfect... well, except for outlining text. I have Jasc Animation Shop, and you can't outline text with it. It's a great animator, but you still have to outline the words by hand.
