It means that the file is still on your computer but it's in...like a bubble. It can't do anything to your computer while it's in quarantine. The reason virus scanners do this is to make sure that they don't delete important files off of your computer automatically. It lets you look at the file to make sure that it's not something you want on there. What you need to do when something is in quarantine is to delete it off of your computer from the quarantine. Even though it can't harm your computer there's no reason to keep it on your computer. Maybe if you add what kind of virus program you have someone can give you a more specific answer.
