ok, so you like a girl who likes someone else? go up to her and tell her you like her. get into a conversation with her then say "hey, this is kind of strang but, i have a crush on you...do you wan to go out with me?" or if you are too nervous to say it to her face get her screen name or write a note to her. have on of your friends giver her the note and there you go. let me know how it works out!
