2 questions..

1. How do i edit my pictures to where they look like a cartoon drawing? is there any free pic editing software i can download that can do that?

2. and how do you do animated .gifs?

I HAVE GOOGLED IT AND NOTHING COMES UP THAT HELPS ME! so if anyone could i'd appreciate it!
