i have bumps on the bottom of my penis and my ball sack and i dont know what they are some one said they were where hair comes out but i dont know

They could be raised hair follicles, slightly swollen pores or simple skin blemishes. If they hurt, change shape (in a month or so) or appear to be larger than the end of a ballpoint pen, it might be a good idea to have a doctor take a look. It might be embarassing, but that's better than having something you don't want to have. Best wishes.
