Questions asked to your inbox do not count on your rating. This is to discourage friends from throwing questions your way and giving you all 5's. It makes the ratings more fair because not everyone has friends who give them advice on the site. Most will do that at school.

Using the inbox for personal email type things is discouraged. So have them ask their questions to everyone or the ratings won't count. :)

"You can only rate a columnist or leave feedback if they answer a public question you ask. Click the side link that says "Your Questions". Click on a question name. Underneath each question is a set of numbers. Click a number to give the answer that rating. Here's what the numbers basically mean:

1 - Pretty bad advice
2 - Not harmful, but not useful either
3 - Decent enough advice
4 - Good advice
5 - Really awesome advice

You should try not to give too many ones or fives, but don't give everyone threes either. Just rate what you think the advice earned. After you click a number, the page you go to will give you the option to leave more feedback. If you don't feel like leaving feedback you don't have to, if you change your mind it's easy to go back and add it later." - [Link](Mouse over link to see full location)

That's how you rate a columnist's answer.

For your other question, I think you have to be a registered user to rate people.
