You must meet these qualifications: You've been rated five times. Your average rating is at least 4. You joined one month ago. If you've ever been banned, it was at least six weeks ago. I'm guess you're talking about moderators... I don't know of moniters here...
To become Level I you need to:
1. Be here for 30 days
2. Have a feedback rating greater than 4
3. Be rated at least 5 times
4. Updated your column (Answered a question) within the past week
5. Either have never been banned or were banned more than 6 weeks ago.
6. Click on the magical button in the "Make Me a Moderator" Page (Find the sit map)
To become a Level II, you need to:
1. Be selected by the admins.

That will explain how to become a lvl 1 moderator here. Although there has been alot of talk about changing it.
