It is NOT normal. It's disturbing and she can scare her sister by doing this. Think of it this way, if she had sex with her would that torment this 8 year old? The answer is yes, same goes for this. If she wants to practice on real lips go find a guy or a girl if that’s what she goes her own age. And to get horny by your own sister is sick.

Well, it may seem disturbing, but this is fairly normal. When people learn stuff, they want to experiment. And they usually do. I know a guy who had sex with his cousin when they were 12. It happens. Your sister is a bit better off than him, but make sure you are very careful. Let her know that there is a time and place for everything, and making out with your sister may be seen as very long.
It seems like she is a bit over-active though. You may want to let her get over horniness in other ways, if you catch my drift.
