You can tone up the chest muscles which underlie your breasts; that will make your breasts stick out a bit more. But apart from surgery, there's no way to change the actual firmness of your breasts.
Warning: there are companies which will try to sell you medicines to enlarge your breasts. These are RIP-OFFS. None of them work, and some of them could hurt you. I used to work for a company that sold that stuff, and I *know* - that stuff doesn't work.

Try standing up straight, with your feet shoulder width apart.
In each hand, hold a dumbbell, of whatever weight is appropriate to you. If you do not have dumbbells, a brick, jug of water or a can of soup or something will have to do, and that's fine.
Stretch your arms just about all the way out to the side, but it's best not to lock your elbows.
Then bring your arms into your chest [like Tarzan would pound his chest, ya know?] Bring them in until you would [if you weren't holding the dumbbell] be able to comfortable hold onto your elbows [in a crossed arm motion, make sense?]. And that's all there is to it.
