I have this friend who changes her mind about people all the time, Like she will be nice to me and then she'll ack kinda different around me when shes with her frinds, And shes my best frind, And she'll tell her mom on me if I say anything mean to her.

Dont say it in a mean way..try to be completly honest...if she tells her mom..just tell her you didnt mean for it to come out the way it did, and you are sorry, but you are concerned about the way this girl is acting!
