Is there any way to make your head smaller, or atleast seem smaller? (yes, the head where your brain is) I have a big head/ forehead. Is there anything I can do?

Bangs may help but talk to a hairdresser before deciding what kind would suit your face. Certain hats can also help.
I have the same problem but unfortunately my random frizzy hair means i can't have a fringe without it looking stupid SO i have decided to wear my forehead big and proud as evidence of a huge brain.
In elizabethan times it was considered highly attractive so I'm sticking with their logic.

i dont think you can physically make it smaller but if you dont already have bangs, then bangs probably will make your forehead seem smaller because it covers more of it then if you didnt have bangs.
