Microsoft Word can do it, for example; go to "Tools", "Envelopes and Labels", select the Labels tab, and double-click on the label image in the lower right-hand corner to pop up a list of compatible label templates.
If you don't have Word, check the Help for your primary word processing application.
Or if you're using Avery CD labels, the 25-sheet packages include a free CD with a pretty good labelmaking program.
Depending on what burning software you're using, it may be able to make labels too.
