Yes, 14 year olds can buy condoms. I don't know about where you are, but over here, they sell them in convenience stores, like 7-11. Just take it to the counter and pay. Or a drugstore/pharmacy, should have them. You can also ask them about birth control at the drugstore, but I suggest talking to a doctor first, a gynecologist. Go down to a clinic and talk to the gynecologist; just explain that you're sexually active and you'd like to start on birth control and what does he/she suggest? they might prescribe them or tell you what brand to buy or things like that. it's important to consult a doctor most of the time because you may have unknown allergies and you'll have someone to talk to if there are any side effects.
