does any one know how to get rid of jelusy, or is there a best way of telln a guy who you dont know if he will care, that you like him?

I don't think there is a way that you can't be jealous. Everyone's jealous at one point and time. There is no way you can stop that. I wouldn't worry about that too much. Just don't be too jealous about little things. About this boy, try and find out if he likes you. Maybe get some of your friends to find the down low on him. After you get the answer to this, you'll know if you should tell him you like him or not.
