heyy...does anybody know how to make a picture into a cartoon using paint shop pro 8? ill appreciate any advice you could give me

A cartoony effect? The one I use most of the time is:
1) Open your picture in PSP8
2) Go to Enhance Photo > Sharpen
3) Go to Effects > Artistic > Posterize
4) Go to Enhance Photo > Edge Preserving Smooth.
Set the EPS to whatever you want it to be.
That should give a pretty cartoony effect, but just play around with PSP and see what you can come up with. Effects you might want to try:
Art Media Effects: Colored chalk
Artistic Effects: Solarize
Artistic Effects: Neon Glow
And anything else that looks cool. :)
