I like this girl so much but she is practically dedicated to this guy but he doesn't love her the way I do but I can't tell her that I love her because we are likebest friends and I really wanna date this chick but she is to tight on this other guy what do I do?

If you care about her, you'll let her be. You don't KNOW the other guy doesn't love her the way you do. Of course you feel that way, any guy in love would feel the same, but don't make assumptions just based on your feelings. If the other guy isn't that great of a boyfriend, just let it be. Eventually she will see that. In the meantime you can just be nice to her and just be there for her. And if things don't work out between you and her, there are plenty of other girls out there for you and at least you are still good friends with her.
