To get less hair on your arms, you can either use Nair or just gently glide a razor over the hairs on your arms and that will sort of make them shorter and less noticeable. Just don't shave your arms, please. As to make them lighter without dying them, you can either spray Sun In over them or put lemon juice over your arms and then go outside so the sun will lighten them, without giving you that dye look.

i don't know of any way to make them lighter without buying something. i guess you could use lemon juice but that really doesn't work as fast or well as you can plan. there's several lotions that i know work well because my mom uses them, but they lighten hair quickly. or you could try using "a touch of sun" that you just spray where you want it to go, and put a blow dryer up to it until it is dry. repeat several times if necessary. or if you REALLY don't want to go buy something, here's something that my cousin used and i think it worked for her.
mix together lemon juice, hydrogen peroxide, and a tad of clorox bleach (or any type of bleach it doesn't really matter). make sure that around half of the mixture is lemon juice, then one fourth is hydrogen peroxide, and then another fourth bleach. put this on your arms for about five minutes then wash off very well with water, then wash again with soap. good luck, hope this works!
