from what you said, he seems a bit shy. next time you two hang out, who says you can't put your arm around him? lean towards him a little bit and wrap your hand around his waist. most guys would usually respond by putting his hand around you. if he doesn't, you're probably moving a little too fast. if he moves away from you, say "you told me you wanted to do this kind of stuff with me but now you're like rejecting me. why are you doing this to me?".
if you're too shy yourself to make the first move, think of how he's feeling. yeah it's usually the guy who makes the first move but if neither one of you make one, then what is going to become of your relationship?? somebody needs to make a move, and that move may lead to a breakup or a better relationship, who knows. it does risk some but it's worth a chance. why should you go out with a guy who doesn't even do anything "couple-ish" with you?? after you make the move, you may end up hugging and kissing and maybe more with him. i hope it works out for you!! good luck!! :)
