Im 10 yrs old and im a girl and Ive known this guy since i was two yrs old and i like him so much but i cant tell if he likes me. My friends call and ask him if he'll go out with me but he always say no but and cant tell if he wants me to ask him myself.And im to scared to ask him.

Simple answer, Your too young.
Yeah, yeah I know you think that your ready and all but I would suggest that you wait atleast 3 years. Guys matture later than girls. Thats a fact but your both WAY too young to even think about relationships right now. Give it time.
Also, just a tip for the future. Don't have your friends ask a guy out for you, Guys really don't like that. Some may say so but I have yet to meet one guy that really likes it. If you like a guy you ask him yourself. Doesn't matter if you are scared. I mean if your going to be on the date you should consider the asking out part of the date.
Seriously though, Your wayyyy to young to date right now. Just admire him from a distance for now.
