making a site

Can anybody help me make a site? I want it to look sort of like this one.. [Link](Mouse over link to see full location) .. just with the different parts of it (the left quotes part, middle where the quotes come right where the other stuff is and top where the name of the site is). I'm having some trouble doing it but if anybody could help or explain to me that'd be great!
Also i would be starting to make it at angelfire.com and then I would be transferring it to this site if that helps at all.
