Can't Perform

This is really embarrassing but i need some advice when i go to have sex i can't perform
i have trouble keeping an erection even when i masturbate i have trouble getting an erection
its worrying and im not sure what to do about it
also my penis is only just on 3 inches long when erect its really embarrassing what can i do?
Could i be impotent?
