Alright, first thing is this: Just shut up, and be mysterious. Don't mean to sound like a jerk, but honestly. Guys love a challenge. Boys are so obsessed with winning. They love adventure, the chase, the win. So, be mysterious. Don't go and find him. Don't call him. Wait for him to come to you, and when he does, ALWAYS have something else to do. Just a simple 'Well, I've got to run, it was GREAT talking with you!' will make him want to know 'where's she running to?'. If you become intriguing he is going to want to go after you, chase you, and discover the "unknown".
If, and when, he calls you, DO NOT talk for hours on end. Not even half-hours on end. Girls love to talk, but make sure to keep the convos limited. You want him to get off the phone and say "MAN! I want to talk to that girl again!" not, "MAN! Can that girl talk!"
Guys want to hunt girls. But, girls hardly ever let them because they are always hunting them first. SO, just shut up and be mysterious! alright?
as for making out. Sheesh. Everyone has their own style. The best thing I can say is, you CAN make out with gum in your mouth, so....use that to avoid Bad breath, and...erm...um...go with the flow? Sorry i couldn't give you anything better!

Play hard to get. Dont always go after him, make him come after you. Ya know what I mean? Instead of always talking to him first make him talk to you. Also have confidence. it is sorta hard to explain exactly what to do when you make out. it is just sort of a go with the flow thing. i know you dont want to hear that but that is really all you can say about it. it just happens. it comes naturally. its not hard at all. to make him want you, tease him a lil. dont lead him on and then not do anything about it, just enough to know that if he was with you he would have a great time with you. dont be a slut about it though. but if he isnt interested he will let you know in some way or another. and if he isnt interested dont get all pissy and upset about it. if it doesnt work out there is nothing more you can do to make him fall for you. it just wasnt meant to be. but have fun and hope this helped. if ya have anymore questions drop one in the inbox.
