Alright I really like this guy, and I know he knows who I am, but how do I tell him how I feel, and when do I know when the time is right to tell him because I don't wanna rush anything if you know what I mean I just dont know how to tell if he likes me either

Ok, you might as well tell him you like him. If you don't, how will you ever get a chance with him? There isn't really a "time", just do it when you feel ready. Have a friend tell him, or write him a note or something. He'll never know you like him, if you don't tell him, and nothing will happen if you don't tell. He might have feelings for you, so have a friend ask him if he does. If he doesn't... still tell him how you feel and just be his friend, and let time put you two together! Hope this helps!
