I think you should just go to google.com and search for The Art Institutes of America. I think there's one at least in a few states. Mostly big cities.

For a site I don't know any off hand, but if you haven't really started anything in fashion designing yet, I suggest making a portfolio full of sketches, fabrics, pictures, etc. Good luck!

I don't know any sites but if you search under Google for "fashion designing" I bet there will be plenty of sites! Hope I helped :)
