right now, no. people who have been banned are out of the running. we'll probably change this though and set it up so if you're good for a month, you're eligible again, because I admit it's a little harsh.

You have to answer at least 50 questions and be rated at a 4 or above. Just answering every single question on the site won't make you a moderator. You have to give decent advice and care about helping people out. Hope this helps, <3 Sporkster
