well.. if you like him a lot a lot, like you really really want to date him, then you should tell him. hes your best friend and shouldnt freak out, but should talk about it and understand. but if you feel as if its just a small crush, then maybe you shouldnt poke at the matter. friendship is sometimes something you shouldnt risk. and sometimes friendship does get ruined by a bad relationship. but its up to you. if you want to risk your friendship with him, then go for it, some best friends turn out to have awsome relationships. if you dont wanna risk losing your friendship with him though, dont go for it. its your call. choose wisely.
