I've been friends with this one guy for about half my lifetime, but we hadn't really become GOOD friends until the past few months. If he says he likes you but doesn't want to start a relationship, that usually means he wants you with no strings attached. to be able to have a girl to come to, but not have that "title" as a boyfriend. it's not your fault you have these kinds of feelings for him. you don't have to be happy he's leaving, but it'll probably do you some good. give you time to chill and think about everything. think about what he really means to you, what you expect out of a relationship with a guy, and how he would fit into this. if you're unhappy with the fact that you didn't get a straight-up answer, don't be afraid to ask him for one. if you don't then it'll keep bugging you, not knowing what he meant. if you still think of him as a friend, then you won't want to pretend he never existed. Just talk to him and let him know how you feel and ask him how he feels, and if he gives you an answer you don't understand, make sure you get him to explain exactly what he means so there isn't any unclear-ness between you.

a relationship isn't something you should worry about too much. yeah most people are in one, but don't feel left out. it just means you haven't found the right guy yet. he'll come by sometime in your life. don't worry about ex's. if it was meant to be then he'll treat you the way you want to be treated and should be treated. don't worry about an ex liking you. just sit back, relax, and enjoy the single life while you can.

i wouldn't suggest having sex at such a young age. worst case scenario is you get pregnant and that wouldn't be very good. just tell him no. he should know enough that you are still a minor and shouldn't be pressured into something like this. even if he's hot it's early in your life. there are more hot guys out there waiting for you to meet them when you're older. it's not prude-y to say no to sex.

i don't know which is better. to use a pad you have to take the paper off the adhesive then put that sticky side onto the crotch of your underwear. tampons usually have plastic applicators you can put into your genital and then just take out the applicator.
