Im young, so I haven't experienced everything yet, but I'll try to help.
I am 18 years old, studying A levels in sixth form. I've watched all the dramas of school and family life happen around me though.

So , Ive known this guy for almost a year now and I liked him last summer and then I started liking him again these past couple months. We talk talked twice (once last summer and once this year in february until march, one month). He told me that he had too much on his plate and that he doesnt have time for a relationship right now. But he said he's always going to like me no matter what and I said the same thing to him. I'vve been trying to move on though but no matter how hard I try nothing works. So, what does this mean? Am I in love with him?

Well... You dont just like him, lets put it that way! Im not sure what you mean with the talking...did you say you only talked twice? do you see each other a lot? If you know him well, it could be love (aw! Go you!) but if you dont it could just be infatuation...
