How do I move the TTF file to C:\Windows\Fonts

Right click the TTF file. Its icon looks like two stylized "T"s. Select "copy". Go to C:\Windows\Fonts. In the menu go to edit -> paste.

When I try to open C:\Windows, I get a warning about system files. What should I do?

You can go ahead and enter C:\Windows. As long as you don't *delete* anything in there, there is no way for you to mess anything up.

I opened C:, but I can't find the WINDOWS folder.

Try your other drives, such as D: and E:. WINDOWS will be in one of them. If not, look below (alternative methods).

Yes. Go to start, run. Type:
control fonts
and press OK. Go to file -> install new fonts. Select your TTF file.
