If I knew how long it has been since this new family unit came to be it would be easier to answer this question. While it is not totally out of the question that siblings will develop feelings for each other it is unusual.

IN your instance I would believe given the new family dynamic it is more possible that problem is one of familiarity not feelings as you mean it. Being a new family unit may feel closer to his sibling just because they are his siblings and you and your siblings are, well almost total strangers.

Now of course this is an assumption on my part that this is a rather new family dynamic, less than a year or two as a family unit. You and your siblings are getting use to them and he and his siblings are getting use to you and your both getting use to a new step-parent. This is a lot of change to adapt to and some people take longer than others to get comfortable with change.

Since you have developed feelings for him you might want to let him know that you have these feelings for him. That it is okay for you and him to have feelings for each other as there is no incest involved. Something else he may be thinking. As I said his feelings for his sibling I believe is more of comfort them romantic love.
