There is no extra meaning depending on what he's wearing, towel or clothes. As Moss mentioned, what you are picking up on is body language that are signs of interest in a person.

If I’m reading the question right, it probably means he’s interested. You could always walk up to him and ask him point blank. The worst he can say is no, and then you just have to kick him in the nuts and say he insulted you. I’m just kidding. Don’t do that. Look, the best way to know if a guy likes you is to catch him looking at you. If you know he sits diagonally from you in math class or something, and you turn around and catch him looking at you and then glancing away quickly, then he probably thinks your cute. If you want to let him know that you think he’s cute, you give your best smile and subtly hold eye contact with him when he does this, until he looks back at you and, hopefully, smiles back. Then after class, you can ask him point blank if he’s crushing on you.
