How can you make your clitarous more sensative?

It can be tricky, with no sure-fire answers, especially depending upon what type of stimulation you want it to be more sensitive to. If you've been rough with it, it can become desensitized, and you may need to leave it alone for about a week to let it heal up and return to normal.

If you're desperate and daring, you could try irritating it with hot sauce (DO NOT GET IT ON OR IN YOUR VULVA/VAGINA). It actually won't feel like much to start with, but in a few minutes, will begin to burn (I kind of like it myself), but not terribly. When you need to stop the burning, clean it thoroughly and apply milk (yes, milk). After this, it should at least be more touch-sensitive on the surface for a good while.
