You can't make anyone have sex with you.
It depends if she's into you as much as you're into her. Is she single? Are you? Is she Catholic or anything? Finding these out is the first step.
It sounds like you want no string attached sex rather than the meaningful kind. Only a select few girls are up for this kind. You can't just blurt out the taboo topic of sex randomly, you need to build up to it.
A good start, in my opinion would be to be straight and honest with her. Tell her you like her-flirt a little. If you see the response is good, then get a little closer to her. If the response isn't so positive, leaver her alone.
Also though, make sure she knows whether you want her as a friend with benefits or something more.
